Sewer spills

Sanitary sewer spill reporting under California's Statewide Sanitary Sewer Systems General Order, Order WQ 2022-0103-DWQ, with the category and every deadline derived from the spill record.

The category comes from what happened

The crew records where the spill started, how much left the system, how much was recovered and whether it reached surface water. Ithil derives the category under the Order: a spill that reaches surface water is Category 1, subject to the Order's terms on recovered volume, and otherwise 1,000 gallons or more is Category 2, 50 to under 1,000 is Category 3 and under 50 is Category 4. The page shows the rule text it applied.

Every report dated from the Order

Each spill lists the reports its category owes and when each is due: notification to Cal OES within two hours of knowledge where the Order requires it, the Draft Spill Report within three business days counted on the California calendar, the Certified Spill Report within 15 calendar days of the spill's end, and the Spill Technical Report within 45 days for 50,000 gallons or more reaching surface water.

Deadlines are checked every 15 minutes, so a two hour notification is announced while there is still time to make it.

The month closes with the right statement

Each month's certification is due 30 days after it ends, and Ithil works out which statement the month owes from its spills: a no spill certification, the Category 3 report, or the statement the Order asks for when only Category 4 or lateral spills occurred. A certification that no longer matches the month's spills is flagged.

Kept for the five years the Order requires

Spill records cannot be deleted. A spill entered in error is withdrawn with a reason and stays on file read only. Photos and reports attach to the spill, and the report items export to CSV in the Order's own numbering.
