Construction Project Controls

“Commissioning risk is the biggest blind spot in today's builds”

Procore, 2025

Operations platform for large-scale construction

Only 2.5% of construction firms report that projects consistently finish on time and on budget. Project management tools track where things stand. They don't run operations. Ithil handles cost controls, safety, contract administration, and commissioning alongside the PM tools your teams already use.

Fragmented operations

On a typical large project, cost data lives in one tool, safety incidents in a binder, submittals in email, and RFIs in a spreadsheet someone set up three projects ago. McKinsey estimates construction could add $1.6 trillion in annual value if productivity caught up with the broader economy. The root cause is fragmented operations across disconnected teams and tools.

Cost controls and contract administration

Budget tracking, change orders, cost-to-complete forecasting, and earned value analysis connected to the contracts they live under. Insurance certificates, bonds, lien waivers, and retainage releases tracked by subcontractor and project.

  • Cost-to-complete forecasting tied to contract line items
  • Change orders with full revision history
  • Insurance, bonds, and lien-waiver tracking per subcontractor
  • Retainage release workflows with audit trail

Commissioning, turnover, and operational readiness

Equipment-level status across the full L0 to L6 commissioning lifecycle, from factory acceptance through integrated systems testing to seasonal performance. A failed test opens a punch list item on its own. A passed level generates compliance evidence on its own. Turnover packages build incrementally as the work progresses, not as a fire drill at the end.

  • Seven commissioning levels (L0 to L6) tracked per equipment
  • Cx failures create punch list items automatically
  • Turnover packages: O&M manuals, as-builts, test certs, warranties
  • Operational readiness scored across ten domains before handoff

Safety, OSHA, and the audit trail

Full incident lifecycle from report through investigation to corrective action. OSHA 300, 300A, and 301 forms generated from live data. TRIR and DART rate dashboards at project and portfolio level. Legal hold support for any incident under investigation.

  • Incident → investigation → corrective action lifecycle
  • OSHA 300/300A/301 forms from operational data
  • TRIR and DART dashboards (project + portfolio)
  • Legal hold preserves records for active investigations

RFIs, submittals, and the punchlist

Automated escalation workflows linked to the drawings, specs, and cost items they affect. Punchlist items tied to locations, responsible parties, and completion verification. Daily logs structured around weather, manpower, equipment, deliveries, visitors, and notes, all searchable and admissible.

  • RFI escalation with drawing + spec links
  • Submittal review workflows tied to schedule
  • Punchlist closeout verification with photo evidence
  • Daily logs that survive litigation

The building keeps generating data after handoff

A data center does not stop at substantial completion. The BMS, the EPMS, and the chiller plant produce a constant stream of signals about whether the facility is healthy. Ithil reads that stream through an outbound-only edge collector that speaks OPC-UA, Modbus, BACnet, and MQTT Sparkplug B, with a FIPS 140-3 build for federal sites.

Set a threshold once and a tripped reading opens a work order at the priority you choose: high inlet temperature, UPS on battery, low generator fuel, high PDU load. The same audit trail that covers commissioning now covers operations. See SCADA and industrial telemetry.

Long-lead equipment, tracked to commissioning

Transformers, generators, switchgear, chillers, and UPS modules are the items that decide a data center schedule. Ithil tracks them from purchase order through delivery to the commissioning level they unblock, so a slipping transformer date shows up against the milestones it actually threatens rather than in a separate procurement spreadsheet.

Integrations

Autodesk Construction Cloud

Bidirectional sync across projects, issues, RFIs, submittals, and documents over OAuth2. Teams keep working in ACC while Ithil keeps the operational data connected.

Procore

Bidirectional integration across RFIs, submittals, punch items, daily logs, and documents, plus a raw mirror of change orders, prime contracts, and coordination issues.

CxAlloy

Commissioning sync so the Cx team keeps its system of record while issues and completion status flow into the operational and compliance picture.

Primavera P6 and Ignition

Import the schedule from a P6 .xer file or Excel. Once the building is live, connect the Ignition gateway over OPC-UA to read the SCADA layer.

Ithil sits alongside the project management tools your teams already use and handles the operational depth they don't: cost tracking, safety compliance, contract administration, and commissioning.

Security

Tenant Isolation

Clients, project owners, and JV partners each get a fully isolated database schema. No shared databases. No cross-tenant data access.

Audit Trail

Every action is logged with attribution. Documents are versioned. Litigation counsel can pull the full record directly from the audit log.

Security

NIST-aligned access controls, encrypted data at rest and in transit, permissions scoped to the action level. SOC 2 Type I Ready.
