3-state lifecycle: draft, submitted, approved. Structured data fields: weather conditions (8 types), workforce entries by trade with headcount and hours, equipment entries with hours and status, material deliveries, visitor log, safety incidents (near-miss/first-aid/recordable), delay entries with cause codes.
Sequential report numbering per tenant. Supervisor approval workflow.
